Nothing that happened in Vegas was legal.  Think about that before you puke on your keyboard again and blame anyone or anything or a lack of laws. 

Even in the City of Fun Sun and Sin..... murder, intent to harm, intent to cause fear or terrorism, discharge of a weapon at a person or occupied dwelling, conversion of a saleable rifle to Class III without a manufacturers license(presumed), possession of an unregistered Class III weapon(presumed), receiving or otherwise taking possession of a Class III weapon by an unlicensed person(presumed), transferring or destroying or loss of a Class III weapon without report are ALL ILLEGAL. 

No law prevented this. No law could have prevented this. No new law can prevent this.
